Loan and Deficit Financing Policy
Ammended and approved October 2008
Definitions:
Loan: Repayable at no interest within a specified amount of time.
Deficit Financing: A buffer against potential losses on a project. i.e. The budget is projected to break even, but if revenues do not equal expenses the artist or group have no other way of covering the losses at that time and would suffer personal/organizational hardships. For example anticipated ticket sales or participant numbers are not reached and the project has more expenses than revenue. Deficit financing must be applied for prior to the start of a project. Retroactive deficit financing will not be considered. A maximum limit will be placed upon the financing. The applicant should specify whether the deficit financing is to be considered by the BVCAC as a loan or a grant.
1. Any person or group may apply in writing to the Bulkley Valley Community Arts Council (BVCAC) for a loan or deficit financing for arts related projects occuring in the Bulkley Valley. A grant application form will need to be filled out, in areas where the form refers to grant - loan or deficit financing (loan or grant) should be substituted.
- If approved, the loan or deficit financing will be interest free.
- The BVCAC (or designated committee) will take into account the following when considering a loan application:
-
Benefit to the arts community, including degree of activity, number of members, and whether arts participants (performers) are from within the community
(goal: to encourage the community to participate in the arts).
-
Degree of need, and whether other funding sources are available
(goal: to provide support where most needed).
-
Whether the applicant is on the wane, with fewer projects/participants
(goal: to provide the greatest support to the most active groups).
-
Structure of the applicant/group
(goal: to preferentially support amateur and not-for-profit organizations).
- Does the proposal contribute to the Arts Council’s charitable purposes?
-
Past support from the BVCAC
(goal: to encourage applicants toward independence).
4. The recipient of a loan must sign our ‘Loan Agreement’.
